Update Credibly Accused List After Independent Review

In May 2019, the names of those friars connected with the Province of Saint Barbara who were deemed credibly accused of the sexual abuse of minors dating back to 1950 were disclosed on our website, with a number of media outlets notified of that event in communities impacted by the news.

The list was published as part of our commitment to transparency and accountability. We are determined to continue to demonstrate that we are committed to helping survivors and their families heal. The victims, their families, and the People of God deserve transparency, and that is a process that must never end.

That initial effort required a massive collaborative effort between our friar community and lay professionals with extensive experience in investigations and process reviews. The review encompassed all the systems and files related to our allegation processes, and the findings were reviewed in detail with our Independent Review Board. Every allegation surfaced was subjected to the evaluation process.

In our initial disclosure, we also committed to engaging external professionals to review all our files so that if additional credible accusations were uncovered, their names will also be added to the list.

In support of that commitment, we commissioned an independent team to perform an extensive review of all our friar personnel files dating back to 1950. That team included a highly experienced group from the established San Francisco law firm of Murphy, Pearson, Bradley and Feeney (“MPBF”) and was led by former judge and US Attorney for the Northern District of CA, Kevin V. Ryan. Judge Ryan is also a former member of the San Francisco Ethics Commission.

Partners at MPBF who led the review were Thomas P. “Tip” Mazzucco and Timothy J. Halloran. Mr. Mazzucco served for 12 years as the President and Vice President of the San Francisco Police Commission, served 9 years as an Assistant United States Attorney in the Northern District of CA and 10 years as an Assistant District Attorney for the City and County of San Francisco. Tim Halloran is the managing partner of MPBF and is a well-known and respected expert on legal ethics with an extensive background in representing attorneys, accountants and state court Judges. Mazzucco and Halloran were assisted in the thorough review of the files by approximately 18 attorneys and legal assistants with experience as state and federal court prosecutors, public defenders and civil litigators.

Our original internal review evaluated all allegations collected and processed through our internal procedures developed in the 1990’s to document and evaluate these claims. The subsequent review by Judge Ryan, Messrs. Mazzucco and Halloran and the rest of the MPBF team was designed to identify any allegations involving minors that may have been misfiled or documented using ad hoc methods and included in the friar personnel files.

The independent team recently completed their review and identified additional allegations of abuse of minors involving two friar individuals that were subjected to our formal review process and deemed to be credible. We have updated our disclosure list to include Br. Ronald “Gordon” Drum who was both accused and left the Order in 1972, and Fr. Frank Ivey, who was accused of abuse in 2002 relating to events in 1978 and 1979. Fr. Ivey lived outside the order beginning in 1988 and was formally dismissed in 2016.

We would like to thank Judge Ryan, Messrs. Mazzucco and Halloran, and the entire Murphy, Pearson, Bradley and Feeney team for their diligence, professionalism and commitment to assisting us in ensuring all the names of credibility accused friars are disclosed to the public.
The tragedy caused by these violations of trust severely impact the victims, their families and our communities. I continue to ask for forgiveness from them and from the People of God.

November 2023 Update
Since the Province last updated its List of Credibly Accused in September 2020, numerous lawsuits have been filed under legislation reopening the statue of limitations for claims alleging sexual abuse of minors.  The men listed below were not on the 2020 List of Credibly Accused but have been accused of child sexual abuse in one or more of the recently filed lawsuits.  In listing these men, the Province is making no determination as to whether the allegations are credible because the allegations are actively under investigation and discovery in the newly filed litigation.
